A signed continuing resolution provides a solution agreed upon by House, Senate and Executive. It undermines the president's legal position if he undertakes afterwards to declare a national emergency and build the wall. The point is not whether in legal reality he undermines his position, the point is whether a Ninth Circuit Judge will say that he has.
Apparently there are enough poison pills in the continuing resolution, such as arming local left-wing mayors with the power to decline to permit such a barrier, that it is an utter sham.
In my judgment the president must do more of what he has so successfully done, he must continue to go to the people and make the case for stopping the looming waves of mass migration. He did a masterful job at the state of the union and a great job in a different venue serving a different purpose in El Paso. His approval ratings have climbed 7% as a result. Support for the wall has also climbed. The president is fully capable of making the case. His media charisma will guarantee that America will watch and listen.
Having made the case, he should veto the continuing resolution, declare emergency, and appropriate according to statutory provisions far more than 1.6, or even 5.6, billion dollars to build an effective barrier where ever needed.
The president should make the case that mass immigration strikes at the very lifestyle of every American. Perhaps he should go to a hospital emergency waiting room to demonstrate how our health care is threatened. He should go through a classroom in Maryland were 40% of the kids in a given class do not speak English and where the teachers are frustrated beyond endurance. He should flyover crowded highways at rush hour and make the claim, which stalled drivers will readily believe, that many of those cars are driven by illegal immigrants. He should find a friendly union-and there are some-to make a speech describing how illegal immigrants are taking jobs of those union members and of all blue-collar Americans. He should do the same with tech companies who are importing wholesale H1B tech workers to a flood level where English is not the main language at the Cosco in the Washington DC area. He should somehow graphically demonstrate the increased welfare load. This is, after all, a continuing resolution and it would be quite appropriate to talk about a $22 trillion national debt and an $800 million deficit, a good portion of which is spent because of unrestrained illegal immigration. He should talk about how local, state and federal taxes are necessarily increased to provide services for illegal immigrants and talk about how that affects every family of four.
There are innumerable ways of demonstrating to American families-read American mothers who only want nice things to happen for everyone-that their families are really and proximately threatened not just physically but economically, threatened in their education opportunities, threatened in their healthcare and threatened over all in every institution which keeps that family in tact. Every American mother, no matter how much she wishes for rainbows and nice fluffy bunnies, will react like a mama bear when her children are threatened.
Make the threats plain! Make the case!

If Trump decided to let the government shut down he needs to stay with in and NOT feel sorry for workers.
The country is more important than overpaid sycophants in DC.... Open food pantries for them, do ‘gofundme pages ... whatever... but don’t give in. Our enemies know our weakness is concern for our people ... don’t show our gentle side.
If he is merely fighting to get his wall built, and has no real desire to take on debt, his run-up to his veto and his post and veto campaign will be largely limited to that issue and its ramifications. If on the other hand, Trump wants to live up to his promise not to sign another continuing resolution, his campaign to the people must necessarily be broader.
He did not run for election on the idea of cutting any entitlements which is the only way the debt and deficits can be brought under control, rather he explicitly said that he would grow the economy out of deficit. In other words, Trump is politician enough to know that a candidate who tells the electorate to eat their spinach is likely to lose to a candidate who invites them to have a double portion of desert.
I favor a showdown on the debt. The Democrats have teed up the issue beautifully for fiscal conservatives with their mindless profligacy over The Green Deal. The deal means spending without end all premised on the assumption that the government can print money without end and, preposterously, without consequences.
A broader approach to the people which the president necessarily must take unavoidably suffers from a likely lack of focus and a likelihood that the central message will be sidetracked by shiny objects. Nevertheless, there are really two ways this country in the near future can be brought down, by wholesale unrestrained illegal immigration and by a debt implosion.
Either catastrophe would inevitably be the path to tyranny because the disruptions caused will give the Democrats the opening their autocratic beating hearts desire, to play the man on horseback to save the country. The stakes are so high, the odds are nearly so, but the risk must be run.

He should make the case against both illegal and massive legal immigration, as the latter pushes down wages and employment for low-skill Americans, especially.
But instead Ivanka and crew recently convened meetings with the open borders lobby, big donors and big low-wage/illegal employers re: the need for more workers. So they brilliantly struck upon the idea of letting just as many migrant laborers in, but just making them all legal!

OK, fine. That leaves $155 MM for miniguns and ammo. Miniguns are “technology” that aids in “border security.”
