In a mid-sized Eastern Tennessee city I live in, they rent homes (some in nicer neighborhoods) and hole up with about 25 per house, coming and going. Dealing drugs, running guns, etc. The one who should be placed six feet under is the landowner who rents out to them.
When they rent in nicer areas it is often a “migrant rights” person that does the paperwork through a property management company. The property owner usually has no idea.
