This is an optional problem, faced only by countries that have chosen to import Islam.

The cure for jihad comes in various calibers.
My guess is that the deradicalization programs offered them nothing other than how to be a docile Westerner. They probably went through the motions to get out, get home, and get back in the game.
They probably have a template in their head of what it means to be a man and it conflicts with those used by Westerners. No art class or coddling in prison is going to drive that notion out. If they go home to their peers, the only way know to keep their heads up and earn some respect is to go back to battling the West.

Reading the title, I first thought this was about “Deradicalizing” democrats. Then I laughed out loud and thought “That’s not possible.”
“Deradicalizing” islamists is a cake-walk compared to the impossible task of getting Democrats back to being mainstream Americans.
The Left with it's ownership of history departments won't admit it but WW-II was a religious war. A brutal @ss kicking to the Neo-pagan National Socialists and State Shinto Japanese sure pacified them.
Now, now...WWII was the Axis powers where some guys did some things.
