Here’s my take - Rosenstein was straddling the fence, until he was able to figure out which way to go, in order to keep out of jail. Clearly, he was part of the spying and coup attempt - however, he then worked his way into a very key position and with that came options - which isn’t the case for the rest of the conspiracy leaders [starting with Comey, Brennan, and Clapper].
Remember the indictments against the Russians - When Rosenstein announced them, he went way out of his way to say that Trump and his campaign had nothing to do with it. Why do that - it certainly wasn’t required, nor was he required to answer questions to that effect.
Answer - he was leaving his options open. There was no way he could stop Mueller, but he could clear Trump, at least in that case, and he did.
On the other hand, he could have told Mueller to pack it up over a year ago...but did not. The reason - he wasn’t sure that Trump would survive, so he played it safe and let Mueller continue his witch hunt.
But now with a boss who means business, he knows that very soon the Deep State will FINALLY be exposed by the IGs. His only choice is to side with the IGs in hope of getting off relatively light.
In the end, he’s played it very smart, given his limited options once Hillary lost.
Is Rosenstein going to sing?

I will forgive Rod his transgressions against Trump, if he helps Barr put Comey, Brennan, McCabe, Clapper, Lynch et al into jail.
Again a great post by a man who translates knowledge from the Bible into everyday politics and just life in general more eloquently than anyone else on the board.

The notion that "You are either for me or again' me" doesn't apply for an organization man like RosenWeasel. He was a weak person who rose to a position of power by keeping his head down when the poop started flying, not just in recent years but as a career choice. He understood how to survive when people of power pressed him and he would do what the organization called for as he understood it. Noble is not in his character description, but he did his job to the best of his ability when stronger influences pressed him.
With Sessions on ice, he had far more pressure upon him by various forces in Washington than he was accustomed to or was capable of handling. He was grass bending in the wind too often and I think there was a great sigh of relief on his part when a strong person by the name of William Barr stepped into the job he was uncomfortable doing. Rod Rosenstein was not a leader but pressed into the position which he didn't want or was well suited to fill.
And partisans from both sides will curse his name for months and years to come.
Yeah, but let’s see what we can ferret out of the weasel when the time comes for him to testify on the record. I bet he squeals.
I am shocked and pleased that he said, in a clear phrase,
“there was no obstruction.”
