If I can’t have reparations, I can at least get some money to one of my buddies through the “study” racket.
I can envision Democrats establishing a new department, the "Department of Reparations" which would be responsible for studying and advising on how to go about making blacks, Indians, gays, transsexuals, illegals, etc. "whole" again.
They could grow that department over the years, and eventually give it powers to actually start taking from some to give to others under the "guidelines" developed.
