SO annoying I know. So the way it was quickly explained to me is that...in a parliamentary system. You are given a set amount of time to 'form a government?' And for whatever reason a bunch of people in Bibi's party screwed up their chances at forging a coalition or something...He wasn't able to make the deals necessary? Not enough of a party majority? honestly I don't know.
There was a split in his coalition, with the very Orthodox parties who supported him on one side and the more secular types who didnt like the concessions Bibi was making to gain the support of the Orthodox, on the other side. Because the secularists refused to support his concessions to the Orthodox, Bibi did not have enough votes to form a government.
The reason is the dispute between Netanyahu and one of his coalition partners over military service for orthodox Jews, from which they have been exempt.

It wasn’t the people in his party. It was Avigdor Lieberman of the russian Yisroael Beytanu party who refused to join a coalition which would have have given Bibi a majority in the knesset.
