This is a summary of Atkinson's involvement in the current CIA "whistle blowing". Acording to Still, Atkinson was the one who made the changes to allow hearsay to the Intelligence Whistleblower report form, after the report was filed. Atkinson was right in the middle of the FISA court abuase and illegal access of NSA archives leading up to the 2016 election, before becoming the Intelligence Inspector General. This also covers the limits on the ICWPA. It has no authority beyond the intelligence community. So the changes to the allow hearsay are beyond the scope of the law.
