BRUSSELS: European Commission chief Jean-Claude Juncker congratulated Prime Minister Boris Johnson on their Brexit withdrawal deal on Thursday and said it meant there should be "no further delay".
"We have a deal, and this deal means there is no need for any kind of prolongation," Juncker told reporters as he welcomed the British leader to EU headquarters ahead of summit talks.
British MPs are expected to vote on the deal on Saturday. Pro-EU parliamentarians hope they can defeat it and Brexit can still be delayed to allow a general election or a new referendum on whether to leave the EU at all.
Arriving later at an EU summit of leaders expected to endorse the new withdrawal plan, Juncker said he hoped British MPs would pass the plan as agreed so that Britain can leave on October 31.
"There will be no prolongation. There is not an argument for further delay -- it has to be done now," he said.

This is the key, if the EU says there will be no more delays, the MPs will be somewhat trapped (but they probably have some slimy judge standing by the delay it some how)
Surely the UK parliamentary RINOs can figure out how to mess this up.
EU won’t grant another extension.
The Remoaners who would like to defeat the deal, are afraid of a new election because they know the public isn’t on their side.
When they passed the Benn Act back in August they thought Johnson would never get a deal and he would be forced to ask for another extension.
That little maneuver from them to try to force his hand just blew up in their faces. Brexit will happen.
With or without a deal approved by Parliament, UK will now be out by October 31.
So in other words, he’s figured out how to cash in on it.
Now there’s a stupid...
The point is what the EU is now approving, is the final offer.
UK is out whether Parliament accepts it or not. Remoaners hoist on their own petard.
Either way, Johnson will now secure Brexit.
If the leaders of the other 27 countries SAY “there will be no delays” that’s a different thing from them actually refusing a British request for a delay.
Meaning - say a scenario where the UK parliament rejects the deal AND the other 27 countries agree to the deal.
Then there are two alternatives: no-deal Brexit (highly unlikely now) or the UK to ask for a delay.
IF the UK asks for a delay, no PM or President or Chancellor from the other 27 countries wants to be known as “the guy who refused an extension to the British”, so they will reluctantly grant the extension - I believe even Macron would do that.
However I doubt that - the Tories + half of Labour should vote for the deal. Fingers crossed that the UK leaves on schedule on October 31.
The two groups who WILL vote AGAINST the deal are:
1. Pro-remain parties like LibDems and the Greens (well just the two of them)
2. Pro-leave DUP who don’t like that the NI remains in the customs union
Possibly you will have
Pro-LEAVE Tory MPs like the ERG who vote against it for the same reason as the DUP (though I doubt this)
SNP should abstain - they gain nothing by voting for or against this, but they gain a lot by abstaining (meaning independence referendum 2)
The way the brexit soap opera has twisted and turned, I don’t think we can say 100% they are out until 1 November.
Parliament has only two options: Brexit with a deal or Brexit without a deal.
UK is going to leave by October 31 and the Benn Act was just rendered inoperative.
Remoaners can of course try to force Johnson to do an Art 49 to stay in the EU before October 31.
Won’t happen because they don’t have the votes for it and they don’t want an election.
They’re hosed.
Maybe... but the pro EU side wanted to buy time to try to sway public opinion.
Not going to happen and everyone in Britain is waking up to the reality the country will no longer be in the EU from November going forward.
There’s no longer any point in trying to stay put. The clock on that has just run out.
Unlike May, Johnson is completely serious about leaving and he means it.
I'm cautiously optimistic the Benn Act is now dead
Since Her Majesty the Queen has given a resounding, “Yes!”, to Brexit, I’d be surprised if Parliament nixed it.
The deadline was Saturday and Johnson was supposed to send a letter to Brussels asking for an extension until February 1, 2020.
With the looming deal he doesn’t have to send it and instead Parliament is going to vote on how and not if - to leave.
Since no one wants a no-Brexit situation, we’re now likely to have Brexit with a deal in place.
I am hopeful for the Brexiters.
For the first time, I’m starting to have a little more sympathy for Madame Theresa May. Just viewing what Boris has encountered over the last few weeks, I see how difficult it can be getting all concerned to agree on anything.
It’s worse than herding cats. Far worse.
Each group has a slightly different priority than the others.

Yes they will if the Parliment gives them iron clad assurance that a new referendum will be held to overturn the first “practice” election/referendum, managed by the venerable UK Deep State. Heck even Soros could help there.
It’s highly possible. however, remember the Juncker is still only the commission President - the chief bureaucrat. The real decision makers, the Executive, is the Council of Leaders - the Macrons, Merkels, Morawiecki, Varadkar and Orban.
Juncker can say what he likes, but it is up to the 27 to decide whether to give an extension or not.
I sure hope that the UK parliament realizes this is the best they can get and they approve this withdrawal agreement.
Then the UK can get down to the real trade deal negotiations
