My understanding is that retribution is prohibited. You can’t fire an employee because he spilled the beans on your bad activity.
But I think the names of whistleblowers are usually known. If the names are not known, why bother to have that prohibition against retribution? You can’t have retribution if you don’t know their names! But, in fact, retribution is always a big concern — because the names are known.
Trump doesn’t deserve the right to confront his accuser? How is he going defend himself against anonymous accusations?

Whistleblowers are NOT protected from being outed. They’re protected from being punished for reporting the alleged misconduct/fraud/waste/abuse.
Yes, they can make the complaint anonymously, but at some point, they’re going to have to come across with the goods. At that time they’ll have to meet with an investigator. Make a statement and then, if necessary, be asked to testify. Ergo, you’ll find out who they are.
In this case, they guy leaked information, as we all know. He didn’t blow the whistle on any of the above.
