Since planning for the impeachment coup started nearly three years ago, in Jan. 2017, I do not think it was meant to head off the AG report. However, the AG report may have been a consideration in deciding to go forward with the plan now, as opposed to closer to election time.

Both can be true. I believe the IG report will be used by Barr to take the heat of the useless GOP Senate. Get everybody talking about the report instead of “why is the GOP controlled Senate not gathering facts regarding this coup”, etc.
