In what will undoubtedly be interpreted by many as an act of defiance against President Trump, the top Navy SEAL, Rear Admiral Collin Green, will notify Navy SEAL Edward Gallagher and three other officers that their case is being sent to a review board which could end in their expulsion from the SEALS.
"This is a review of their suitability to be a SEAL," a Navy Officer said. The action would come less than a week after Mr. Trump intervened in the military justice case against Gallagher by ordering him restored to the rank of Chief Petty Officer, despite his conviction for posing for a photograph with a dead ISIS prisoner.

Never having been in the military I couldn't answer that.

I seem to remember a way to ‘cut out the deadwood’ is to take a ‘Junior’ ADM of your choice and fast track him to CNO (or whatever service) and the ones you bypassed will get the message and retire which the ‘boss’ can help move along.
Best way to attack is to start with the ego when they can do nothing about it.
Also seem to recall in WWII when ‘Officer number’ was all important so if a CO of a ship wasn’t ‘doing’ his job, he would get promoted to a staff so a qualified person would take his ship.
Less paper work and opens the ranks up.
Things really got ‘confusing’ when the ‘Reserve or OCS Officers were offered command when there was still ‘Ring Knockers’ who never had one......
