It does not say that he has to do this on a case by case basis.

The word "Arms" in the second amendment does not specify what "Arms" mean, but precedent establishes what the word means without having to define it.

The normal precedent for pardons is a case by case basis, and unless evidence to the contrary emerges, that should be the accepted understanding of the pardon power.

The notion that a governor can simply overturn all convictions with a blanket pardon was not contemplated by the legislature in drawing up that constitution, and so should not be accepted as within the governors purview.

Agree or disagree I think this is well within his constitutional authority.

Well I disagree. It is reading into the words a meaning and scope they were never intended to have.

I agree.

Personally I never understood why someone who served their time lost their right to vote. I am sure at one time there was a reason but I never bothered to find out what that was.

As for assuming all 100,000 would vote Democrat is wrong. I would suspect that most will not bother to vote. So in the end the Democrats will not really gain many votes.

Removing the voting and firearm rights of felons, once they have served their sentence, has never been constitutional.

Given that the recidivism rate for Kentucky felons was 41% (after 2 yrs; 43% after 3 yrs), Gov. Beshear should pull his Hotel from being jammed up his Alpha and address that problem rather than getting himself more votes. What inbreds elected this clown?!?

I tend to agree with that. If this were the case all along where those that have served their time were automatically restored voting right this would not be an issue right now.

My point is many ex-felons will likely vote rat as a thank you if done right now all at once.

I also believe those ex-cons never convicted of a violent crime should have their gun rights restored.
