I'm not sure. Being a bit of a fan of the Crime Channel I seem to recall that police can use IP addresses to identify Internet activity. However I'm far from certain that that's what I've seen. I'm sure that some geek here on FR can confirm,or refute,your belief.

Your ISP keeps a log of who is assigned to which IP at any given point in time.
The Feds see an IP address doing something bad and they look up which ISP is assigned to that IP range, then they issue a subpoena to the ISP to reveal the name attached to that IP at that time.
