What the hell are you saying? Why would Trump hesitate to sign the law, but then have to worry somehow about withholding funds? He had just observed Obama do it seven times.

The Constitution allocates to the president sole authority over foreign policy (short of declaring war or signing a treaty). It does not permit Congress to substitute its foreign policy preferences for those of the president.

Please quote the language in the Constitution which says that.

GAO, another wing of the democratic party and a deep state operative.

I cannot remember the time that they got something right.

Well... there isn’t any more honesty in government.. if they don’t like Trump, they use their position to refuse him or join the rest and try to destroy him.

If you hold a position, don’t use it to take it out on anyone you don’t like. I know, that’s laughable … Every darn one of them use their position. bidens used his to enrich every member of his family who wanted to participate in thievery and dishonesty, How many out there would refuse to gain enough money to live the rest of their lives in comfort? Is it just down to principle and nothing more?

Obama used his position.. and he sent billions to the enemy.. somehow that was ok. but Trump being careful our tax dollars didn’t go to a ruthless ruler... now, we can’t stand that.

You who had kids.. did you let them come to you and rat on a brother when you knew he was doing the very same thing he was tattling on? That’s what it amounts to here... ratting andor lying.. to get someone in trouble, when they KNOW the rattler is more guilty!

Like fingernails on a black board ...

Thank you. Sometimes it pays to read the laws.

Why would Trump hesitate to sign the law, but then have to worry somehow about withholding funds?

If Trump opposed the foreign policy inherent in the Defense Appropriations Act, which explicitly specified delivering aid to Ukraine, he should have refused to sign it.

Once he signs the bill into law he has obligations to faithfully execute it.

If he changes his mind he can ask Congress to change the funding, but he can't just ignore what the law says.

GAO. Isn’t that the organization that is unable to account for billions in GOV’T EXPENDITURES, year after year, after year ?

Anyone have the time line for the refusal?

(Joe Biden brags about withholding money unless the Ukraine fires....)

Alan Dershowitz has been reading my commentaries on Freerepublic on this issue, he’s citing my conclusions almost one-for-one. . . maybe I should have been a Constitutional attorney!

I had been thinking about this and questioning the constitutionality of their position after reading what the GAO wrote.

I'm glad someone has taken issue with the GAO's claim.

(I just noticed Dershowitz wrote this piece.)

If he didn't agree with the policy he shouldn't have signed the Appropriations Act into law.

Once he signs it, if circumstances or policy changes there's a process to go back to Congress and request a rescission of the funds.

He can't just change the provisions of spending bills on his own.

Are you really this much of an idiot? Quit kissing the rear ends of the Democrats in their efforts to impeach President Trump, semimojo. You make it so obvious you are a shill for every idiotic idea they raise on their flagpole. READ THE LINKED ARTICLE TO UNDERSTAND THE CONSTITUTIONAL BASIS FOR THE PRESIDENTIAL POWER OVER FOREIGN AFFAIRS WHICH MEANS THE PRESIDENT DOES NOT NEED TO ASK CONGRESS’ PERMISSION!

Of course, Dershowitz’s point is exactly the facts I’ve been telling you for weeks, which you’ve been ignoring. So I expect you’ll continue spreading your anti-constitution tripe and lies.

Hardly ignoring.

You still haven't answered whether the President can spend money on foreign affairs that Congress hasn't appropriated.

Good Lord, semimojo, Obama signed seven times and then withheld funds. Why would Trump think that he would have different rules? You don’t get it, still. Think.

li>You still haven't answered whether the President can spend money on foreign affairs that Congress hasn't appropriated.

I did not see you ask that question, sorry. No, he cannot. But he can request funds.

Where did Obummer get the $1.6 Billion in cash he sent to Iran on pallets, (and no, that was not part of Iran’s impounded funds from the late 1970’s)? It was not appropriated by Congress. Where did Obama get the funds to bail out insurance companies for ObamaCare payments that weren’t authorized that he ordered paid. Also not appropriated by Congress. Where did Obama get the funds to induce Fiat to take over Chrysler? How about the "shovel ready projects”? In many of these cases, he just said "spend it!"

For now, click on the link to Alan Dershowitz’s article and read what it says instead of blowing the democrats’ collective dinghies as you’ve been doing.

Trillions, not mere billions go unaccounted for every decade.
