Over 21 Trillion has been spent on the Blacks, and Great Society programs in the last 50 plus years. If the desired results haven’t happened by now they never will and throwing more money at the situation is a waste.

I think black voters are getting wise that the money is only intended to buy their vote, doesn't reach them usually, and when it does, is designed to addict them to the democrats.
Sure many will care about this, but many too, now that people are opening their minds to the notion that dems are the plantation party, especially since it's coming from a whitey billionaire, may take insult or at least see it for the affront that it is. For a legit program, it's not an affront ... but as more free stuff intended to instill behavior and political addiction, it's an affront to a self respecting human.
Effective at all? Maybe. As effective as it used to be? I think not.
