All UN Resolutions are technically non-binding as they have no means to enforce anything on anyone that does not volunteer to be bound by their nonsense.
it all starts out as “non binding”. then it gets hidden in some immigration bill and the next thing ya know SHAZAM its the law!
Or, you may be under the impression that it takes two thirds vote of the Senate to ratify a treaty. NOPE.
In 1993 the Senate refused to vote to ratify a UN treaty that came out of the Earth Summit in Rio. When the Senate shelved it Clinton by EO 12852 created the Presidents Council on Sustainable Development and directed its hand picked members to find ways to incorporate the UN Agenda 21/ Sustainable Development principals into domestic policy. Which was done.
So, when it says “non-binding” don’t believe it.
