From what I can gather, they removed too much temporary shoring too early. There were also most probably engineering defects in the structure due to changes. The workers were complaining about the building feeling unsafe the day before the collapse.
maybe they used the same engineers who built the pedestrian bridge that collapsed in South Florida.
Besides, New Orleans is built on a swamp below sea level.
