It's a combination of staffers and "think tanks".
Legislation is like sausage and there are a lot of inputs.
Wash DC is a huge operation, with many, many well paid people.
They keep this playbook under the desk and bring it out whenever it suits them. Then they hope a good deal of it gets accepted while some is cut out to be brought back during the next emergency.

Lobbyists and Congressional aides have these proposals on file and drag them out when they think the time is right. Most Congressmen don’t have a clue what’s in them.
They had this stuff waiting in the wings for a chance to dump it into a high priority bill. It’s disgusting that they’d use a situation such as this for cheap political gain, but they’re democrats so what would we expect?
