I don't know how entertainment programming is essential. The list does not include entertainment, music, or movie. It does include some broadcast operations.

Here’s a plan for NPR and PBS: Provide entertainment and news and information features valuable to the marketplace like every private broadcaster, compete, and prove you give honest value to the people at home.

They’re renaming one of their shows to “A Few Things Considered”. But, OTOH, they are repackaging “Prairie #StayAtHome Companion”.
