The “burden” alleged by the ACLU is that a Democrat operative filling out a pile of mail-in ballots has to fake the names on the ballot two times, the voter and the witness.
This was likely coordinated with Northam. Watch for the State to enter into a consent decree rather than contest the case.

I’m sure there are workarounds during COVID-19 that can be done without enabling massive fraud — as this would do.
Think how many ballots that get lost at the last minute.
The lockdown is over for all intents and purposes.
Everyone will be free to travel and help someone with a ballot.
