If this is federal money, it should go to the states earmarked “not for use by illegal aliens.” That way, if any of it makes its way into the hands of the invaders, those responsible can be held criminally liable. If it’s state, local, or private money, give it away to anyone you please. If the local taxpayers are so stupid they’ll reward criminals while depriving their own countrymen, then they are free to do it.
