Although neither the words "incoherent" nor "not coherent" appear in a Monday Newsweek column by CNBC founder Tom Rogers, it is apparent that he is worried that the apparent Democrat presidential nominee, Joe Biden, lacks the coherency to defeat President Donald Trump in November. You can see Rogers' coherency fear about Biden right from the start in the column title, "WORDS MATTER. AND JOE BIDEN NEEDS TO USE HIS BETTER."
Rogers starts out with his hopeful belief that Trump can be defeated in November. However, he follows that up with his horrible fear that poor Joe Biden lacks the ability to put together coherent sentences that can click with the voters:

Right. The man has never been very coherent because he spent his entire adult life in the kindergarten of politics. Most career politicians learn to spew gibberish and platitudes that plays well with rubes. The brain wires itself to do that and only that. There is no way you can take somebody who stewed in that environment for 40 or 50 years and teach him how to speak incisively and coherently.
Worse, the man’s brain is melting by the day into viscous gray goo. You can’t turn melted gray goo back into a functioning brain.

I think they're all aware of his onset of dementia.
I believe they're just trying to get him to the convention so they can then claim Joe suffered a "fall" or some unexpected impairment and they will then attempt to jockey an alternative candidate in as the nominee to replace "Slow Joe."
