What I don't understand is that having your hair kept neat, tidy, and clean is a part of normal personal hygiene routines, and why that is considered "unessential," is beyond me.

The woman who cuts my sister’s hair does so from her home and hasn’t bothered with licenses. Before the virus it took weeks to get an appointment and the stylist works very long hours.
