Based on recent events I would suggest that it is the Chinese Army that is continually encroaching on Indian territory.

The PLA is making moves all over the Asian map, and in many other countries away from Asia.

East and South China seas as well. Encroaching on territorial waters of a half dozen countries.

It's just a matter of time we'll be at war with these commies. Prolly over Taiwan is my guess.
