Minneapolis agrees to ban police chokeholds in wake of George Floyd death

MINNEAPOLIS — Negotiators for the city of Minneapolis have agreed with the state to ban the use of chokeholds by police and to require police to report and intervene any time they see an unauthorized use of force by another officer.

The moves are part of a stipulation between the city and the Minnesota Department of Human Rights, which launched a civil rights investigation this week in response to the death of George Floyd in police custody. The city council is expected to approve the agreement Friday.

The agreement, which will be enforceable in court, would require any officer, regardless of tenure or rank, to immediately report the use of any neck restraint or chokehold from the scene to their commander or their commander’s superiors.

I remember back in the 1970s NJ State Police carried nun-chuks. They were outlawed to. The cops used them for choke holds.

It’s a big circle. Rodney King keeps trying to get up when told to stay in the ground. Policy was to hit the person resisting in this way when he tries to get up against orders. So it looks like King is being beaten for no reason.

Ok. Change policy. No hitting with baton. Use an alternative form of restraint, don’t hit with baton. Incapacitate with foot to neck. Much more humane than hitting with baton.

And that is the main problem. No matter what rules are put in place it doesn’t matter if the cops are going to cover up whenever they are broken.

That’s for the rubes who vote for them.

In reality, they need the police to enforce their diktats. It was the police who shut down businesses that defied the China Virus lockdown. It will be the police who confiscate guns. It is the police who, ultimately, enforce tax payment.

So police won’t be banned. They will be repurposed to be less effective at preventing crime and catching criminals and more effective at suppressing the rest of us and supporting the rule and power of the administrative state.
