Every LAWFUL gun owner. He did _not_ just say all...all lawful gun owners.
That pretty much rules out criminals, and yes a few rioters may decide to go for it but I’m betting they will be way outnumbered.
He’s just doing what the constitution authorizes, calling out the militia.

Every lawful gun owner. Bad guys can be lawful gun owners. Don’t what the laws are where he’s at. I live in the wild west, as long as you’ve never been convicted of a felony you can lawfully own a gun. Which means any antifa or rioter that hasn’t been caught yet qualifies. I’m only insulting people that insult me. Somebody leads with “bullshit” has chosen not to have respectful conversation. You’re fine.
If it’s a war one very bad tactic to take would be to give deputy authority to the other side.
I think the sherriff should announce his new program of “kill them all and let God sort them out”. Much more effective and instill a little anxiety for the terrorists.
