Nothing really needs to be done except do a better job of managing expectations.
There is no harm in Democrats ordering tickets and then not attending.
The only harm is if it causes the campaign to wildly overestimate attendance, and thereby creates the appearance of disappointing turnout.
The solution: take the Democrat ploy into account and lowball predicted crowd size. In other words, do a better job of managing expectations.
The real issue in Tulsa was 1) that the screeners left their post early and kept many from getting in, and 2) some people were afraid to attend because of Covid19 and the potential for violence.
The Democrats gaming the tickets had no affect on attendance - it only the perception that attendance was less than expected.
