Misunderstanding or not, it shows that mail-in ballots are unreliable.

So they will demand that the poor suffering VA taxpayers must pay for their “honest mistake?”

They don’t do this by accident. Not shocked at all. Just sick of it all.

How shocking, a Democrat non-profit causing election mayhem. This wasn't a mistake, it was a trial run. How is a non-profit even involved in mailing out ballot applications? This should only be handled by government orgs (there shouldn't be mail-in voting, anyway). The GOP better have reams of lawyers ready to go for this election.

“”misunderstanding””
How long do they think that will be a valid excuse for chiseling on an election??? Nasty names are too good for those people...

Interesting to see what “wrong” address was on the applications envelopes - probably the local democrat headquarters.

I just can’t believe that NBC actually reported this.
Aren’t they heavy dem districts...

There is going to be so much cheating this election year that any result is going to be challenged in the courts for weeks. I am not looking forward to this election at all, unless Trump signs a EO that enforces mandatory ID checks at all polling stations, no mail in ballots, and no ballot harvesting.

Multiply this “honest mistake” times 50 states. That could be well over 25 million ballots!

Well as long as it was an “honest” mistake, all is forgiven.
Is there any other kind?

Unsolicited absentee ballot applications should be illegal.
Voting absentee should be the exception, and therefore should only be legally applied for by the voter directly.
This would be no different than the defense lawyer in a criminal case mailing jury duty deferment applications to everyone in a ZIP code, whether they're selected for jury duty or not.
