THe private timber owners can also be aholes. We had Boise log some areas right around here and they left gigantic piles of slash, early in the summer, right before when fires usually start. Huge piles, perfect fuel. Not angels.
Piles of slash do not add to the forest fires and are usually burned the following year after they dry out.
