Threatening a foreign nation with withholding billions of dollars in aid, taking your corrupt son with you on an official trip to China so he comes home with billions of dollars? That’s “passive”? He was knee deep in the deals! He facilitated them, and they could not have happened without his direct influence!

I doubt Joe was passive. He first told Hunter how and where to flush the money out of foreign interests as Joe has done for decades. Hunter didn’t know anything about handling corruption to make it pay. Inexperienced at first.
Then Hunter called and said “Dad, I need advice. Do I put the squeeze on both of these guys or play one against the other with the CIA guys you can call in to help me here?”
Joe: “Uh, who are you again? I forget. I just woke up from one of my naps.”
