Please do this and concurrently finish raising the top income tax rate to 16.8% (followed by further increases in following years).
Make California right the wrongs of the world for racism and environmental wrongs!
In a state that’s never had slavery, where most people are Hispanics or first or second generation immigrants, where whatever small number of blacks there are came from some place else...

Apparently, some of her ancestors were freed slaves in the late 1600’s in Virginia and were documented as Freed Slaves. Often, they were identified by only their first name, as they had no surnames. Many are documented in censuses taken during their lifetime as Free Slaves.
A current/alive African DNA cousin, recently told me that a lot of Africans alive in the late 1600’s and 1700’s, were Free Slaves. So again do their descendents get these giveaways?
Again, do descendents from Freed Slaves with African DNA qualify for this give away.
