These low-level offenses will now be a part of the city of Houston’s new cite-and-release program, mayor says

HOUSTON – Houston Mayor Sylvester Turner signed an Executive Order Monday authorizing a cite-and-release program for certain low-level, non-violent offenses, allowing officers to issue tickets for some Class A and B misdemeanors, instead of making an arrest.

The policy change will go into effect Tuesday at 6 a.m.

“The cite-and-release program has been implemented in other cities where it has helped to reduce jail population,” Turner said in a press conference Monday. He added that the move would “improve response times by getting officers back into service, more quickly.”

“Cite-and-release is a more humane method of dealing with low-level offenders because the program gives them an opportunity to make changes in their lives and face responsibility for their actions without having the stain of an arrest or jail time on their record,” Turner continued.

The City of Houston will adopt a program implemented by Harris County in February.

The following Class A and B misdemeanors are eligible for tickets instead of jail time:

Possession of a controlled substance, if the controlled substance is four ounces or less Criminal Mischief, if the amount of pecuniary loss is $100 or more but less than $750 Graffiti, if the amount of pecuniary loss is $100 or more but less than $2500 Theft, if the value of the property stolen is $100 or more but less than $750 Theft of Service, if the value of the service stolen is $100 or more but less than $750 Contraband in a Correctional Facility, if the offense is a Class B misdemeanor Driving with an invalid license

Turner said the city’s Class C misdemeanors were being revised to take into account the policy change. Violent crimes would not apply.

Well Houston will now be like New York City, LA, etc. Hope the people of Houston wise up and start calling these political officials who passed the law before it is to late.

My son lived in Houston for a few years. Now he’s in Fort Worth.

He said what you said... that a lot of New Orleans bad actors moved to Dallas after Katrina and stayed. He also said that Hurricane Harvey was no joke either, with rising water on all sides.

Our son was taking classes at a junior college in Rancho Cucamonga and he mentioned that after Katrina a lot of bad actors moved to Houston from Nawlins. A young black girl got really angry with him and told him off. He was only telling the truth and he did not mention skin color! Truth hurts...

A $750 loss to a lot of people in this country is a very heavy loss. So there are virtually no serious penalties for pillaging the poor??? Looking out for the little guys, aren’t you Rats????

Is this like they’re not going to lock somebody up and throw away the key for having a joint?

If that’s the gist of it, I don’t have a big issue with it.

I really dislike druggies and don’t wanna be anywhere near them, but I’m not for hanging-judge overreaction to someone having what used to be called nickel/dime bags (at least back when in the day were the terms).

Up to $2500 damages from graffiti so a lot of stuff gets tagged for a ticket. And dine and dash is now essentially legal—except, perhaps in some Italian places.
