Cardinal Pacelli (as he then was) was doing all he could to guarantee the right of Catholics to educate their children in Catholic schools and to marry in the Catholic Church. The Concordat was negotiated with von Papen, who was a Catholic prince and long-time member of the Center party in Germany. Hitler was not involved, other than that he had become chancellor a couple of months before the Concordat was signed.
It was one of many concordats that were negotiated with various European powers to guarantee rights of Catholics.
