Jesus of Nazareth was a first century Jew, probably a Pharisee himself, who cast his parables in terms familiar to his audience. Issues of what constituted "work" on the Sabbath was a known topic of debate. The consensus was that acts of mercy were exempt. Rescuing animals, more questionable. But Jesus never overturned the observance of the Sabbath.

"And therefore did the Jews persecute Jesus, and sought to slay him,
because he had done these things on the sabbath day
But Jesus answered them,
My Father worketh hitherto, and I work
.
  Therefore the Jews sought the more to kill him, because he not only had broken the sabbath, but said also that God was his Father, making himself equal with God" (Jn. 5:16-18 AV).
