This Pope speaks ambiguously and with much confused language. He does it on purpose, I believe. He leaves open a bit of ambiguity and the conservatives freeze and ask “what do we do?” while the leftists charge into the breech and implement as much of their marxist / gay agenda as they can. And the Pope shrugs and says “it wasn’t what I wanted but now that it’s done.... who am I to judge?” Unless a conservative complains, then he judges harshly, very harshly.
You have nailed this slippery pope’s MO perfectly. He operates in the same manner as a Marxist/ leftist politician: pass laws with the obvious intent of A, B and C, all the while knowing full well that A, B and C, when combined with established legal precedent, will result in X, Y and Z: the actual result oftentimes the opposite of the intended legislation.
