Looking at the shootout Fox just showed, this guy looked like he had military training. He maintained his composure and fired in close quarters on a SWAT (presumably as he was in all black) officer.

Earlier, sorry. Video is from a civilian who was in a hotel across the street from "a" shooting. View looks to be from the 5th or 6th floor up, directly across the street to ground level.
So, not all shooting was elevated sniper fire.
CNN speculation was that the shooter was hit once by police fire - if so, was wearing body armor, becuase he kept going. Many magazines. Tactical error or bad luck by cop, took wrong way around a column, and became exposed, easy target.
