Turkish President Tayyip Erdogan said on Thursday Turkey will deploy troops in Syrias northern Idlib region as part of a so-called de-escalation agreement brokered by Russia last month.
The de-escalation zones, agreed by Turkey, Russia and Iran, would be further discussed in talks with Russian President Vladimir Putin during his trip to Ankara next week, Erdogan said in an interview with Reuters while he was in New York for the annual United Nations General Assembly.
Under the agreement, Russians are maintaining security outside Idlib and Turkey will maintain the security inside Idlib region, Erdogan said.

This is about Erdogan punishing, killing and blocking the Kurds in their attempt to carve out a territory for Kurdistan, Turkey's campaign against ISIS is secondary even tough it is cited as the reason.
The US will do nothing to interfere with this activity.
Russia is also sending a message to the Kurds regarding cozying up to SDF, the Turks will exact a price as proxy, and there will be no cover for the Kurds.
Syria was left out by the US, and the message is because of that, this is what the Kurds get.
With President Trump behind them, this would be very bad juju for the Turks should something go awry.
I wouldn't be so sure, There's that old NATO membership problem, Turkeys still a member, there has been no punishment from NATO or the US for decades of anti democratic, violent, menacing, corrupt, criminal and Jihadi activities on Turkey's part, especially lately.
Erdogan could care less, the safest place for US troops there is as far from Kurds as they can get.
The only losses that Turkey will suffer will be extracted by the Kurds themselves, without support.

You can look at maps of Syria in its present state and see the outlines of what may become a divided-up Syria. I can even see the Assad-Damascus government ceasing to try to bring back certain Sunni dominant areas in eastern Syria, leaving some to Iraq & Jordan to try to “rule”; rule only so far as trying to contain the Sunni Islamists there and control the borders with them.
