But it’s left ambiguous whether someone has to be badly hurt first. I’m betting not. I hope not.
The worse ROE my husband ever had to put up with was in the Sinai where the rule was "you have to be shot at and HIT before you can return fire".
While the Saudi's leave a great deal to be desired in other ways at least the ROE's there are sensible. If you are approaching the line you will be warned. If you cross, you will be shot as many times as necessary.

Sounds stupid to call a rock a firearm. How about call it a violent assault and life threatening like it really is? And in some cases the use of lethal force would be reasonable. And I would think it would be reasonable when faced with a mob of 20+ fit men throwing rocks and chunks of concrete.
