LAS CRUCES — Doña Ana County elections officials resumed counting absentee ballots this morning, with the race for a hotly contested southern New Mexico-based congressional district seat hanging in the balance. Republican Yvette Herrell holds a lead of 1,972 votes over Democrat Xochitl Torres Small in the 2nd Congressional District with more than 186,000 votes cast in the race, based on partial, unofficial returns.
