BRUSSELS - NATO is flatly dismissing a claim by Russia that its actions and expansion constitute a menace for Russia's security. Authorities say a New Jersey man who died after having his penis injected with silicone was trying to get it enlarged. The woman police say gave the injection, resulting in his death, has been charged with manslaughter. She made her first court appearance Tuesday.
