    ALBUQUERQUE, N.M.- Two Black conservatives in New Mexico do not feel like they are being heard in the debate about systemic racism and policing. Retired businessman Jewll Powdrell of Rio Rancho, and Dr. Larry Allen, a pastor in Albuquerque, have both been a part of New Mexico's history. "I was the first Black New Mexico State Police officer," Dr. Allen said. Powdrell said he worked at IBM as one of the first Black salesman they hired in Albuquerque.

I know we have many members who have gone through this and I would appreciate any comments and/or suggestions.     The voters of Rio Rancho voted down a $22 million bond proposal yesterday by a more than 2 to 1 margin. The proposal - which was strongly opposed by the local Tea Party - would have raised money to repair roads and to expand and extend existing roads. City officials claimed that the bond was needed as general revenues were not sufficient to maintain existing roads. The Tea Party claimed that with recent increases in the Gross Receipt (Sales) Tax and property taxes general revenues should be sufficient.     Eyewitness News 4 continues digging for more information about an incident that happened at the Bernalillo Wine Festival involving a Rio Rancho police officer. We've learned that the police department's spokesman, John Francis, was removed from the wine festival for unknown reasons. According to Sandoval County Sheriff John Paul Trujillo, Francis was escorted off the grounds of the wine festival sometime Sunday. Trujillo is not sure who escorted Francis out, but he says it was likely Bernalillo police, who were handling security at the event. We called Francis directly to see exactly what happened.
