Yes, because most foreign workers allowed into Japan are either highly educated westerners or highly controlled skilled labor on term contracts. The people knew they had control of who is in the country, and they knew their government had the country's best interests at heart

Japan will likely need immigrants to fill labor shortages but they're not going to be stupid about it. They're not going to import swaths of Africans. They'll bring over Filipinos (they already are) as well as Malaysians and Vietnamese.
