Maybe he thought he was being waved ahead to go around (in the pouring rain chaos) and didn’t know who was trying to stop him. When the total story comes out put yourself in his shoes and decide then on how he should be seen in this situation.

Which is why the police should stop everyone all the time and demand their ID and question them as to where they’re going, where they came from, and why. How else will they know who everyone is and what their intentions are?
