Some of both, I believe. It existed for about 700 years and was ruled all the time by the Witch King, who we know as the head Nazgul, so there certainly weren't many charities operating out of the place. I think the Witch-King brought up evil Lesser Men, but there have always been some bad Numenoreans, and I wouldn't discount turncoats. The relevant documents are not with me and Tolkien was never very specific on this point, IIRC.
