My guess is that the incoming administration saw what Trump was doing and knee-jerk reversed course, just like they did to so many other things Trump was doing (Keystone, border wall, etc.)

Yep, every day for the “Biden” administration has been Seinfeldesque “opposite day” — whatever the Trump administration had been doing with regard to any issue had to be wrong/bad/inept/racist/sexist/homophobic, so the new administration would reverse course. And hasn’t that strategy been a smashing success across the board??
Someone must have wised him up to the love of Anniversaries for staging events by these Muzzies, Benghazi being the best example, and he changed the date.
It seems he forgot about maybe talking to the Taliban and warning them of consequences if they did not honor the agreement. I suppose just to do the opposite of what President Trump did....because that how Biden's mind works.
