So maybe someone can explain why we can outsource our bio weapons programs but we don’t outsource stuff from Lockheed and Boeing and General Dynamics etc.

Certainly we should send all of our nuclear waste processing to places who would be happy to do it cheap like North Korea and Iran, maybe China or Afghanistan ?

It just seems so wrong somehow

The Biological Threat Reduction Program was started after the USSR fell to monitor and clean up Soviet era chemical and biological weapons. When that was over, the labs were repurposed for disease control.

Black & Veatch makes the Pathogen Asset Control System software to manage the samples. They have been involved in disease management software for over decade. Contracts for proprietary or specialized software often include the tech support and training, and that makes a lot of paperwork.

Training medical staff on the software to track their work is not a conspiracy.
