In the Viet Nam era there were lots of E-3’s and E-4’s with Top Secret Code Word clearances for handling and originating classified material BUT their access was determined by need to know. How did this guy get access to material he had no Need To Know? Everyone I worked with were fully aware of the consequences of mishandling classified info and we were scared $hitless. Was this guy so smart he had no fear of getting caught?
As someone who is no fan of Johnson, what he says past saying he's talked to people "in the know" makes sense. Enlisted don't get access to SCIFs and top level daily briefings.
