Neither country believes in Jesus or claims to be Christian. Besides, turning the other cheek is about being insulted, not physically harmed. Well, it does include being physically harmed, but only on a personal level. It doesn't go for whole nations, who have an obligation and a right to defend their citizens, and of self-preservation and the defense of innocents, just like individual persons do.
