The sum had been raised by friends to help the man move to another house
An Asian laundry worker returned nearly Dh8,800 to its owner in Saudi Arabia after he found the sum in trousers he had just ironed, a newspaper reported on Tuesday.
The worker also found a piece of paper with the money saying that the sum had been raised by friends to help a man move to another house.
The worker called his sponsor who phoned the owner of the trousers to tell him about the SR8,800
the thankful customer was given back all his money, Sada daily said in a report from the southern Saudi town of Bisha.
That was probably a very wise move in a country that chops off thieves’ hands.

LOL!! Reminds me of a true story told to me by an Italian-American friend:
She said her mother went to the priest to confess that she had stolen money.
He asked her “Where did you steal it from?”
She said, “My husband’s pants.”
He replied, “Oh, THAT isn’t STEALing...”

You are 100% correct. low-level Foreign workers in Saudi have their passports taken away and are often signed to lengthy contracts that would be considered indentured servitude in the West. In such societies, such laborers (even if "fellow Muslims") are very circumspect because the punishments are very severe, and they have zero rights or representation in the country. They may also be afraid of being set-up and abused as well by the petty tyrants over them.
