If you read the story to the bottom you find out that she was not definite in her declining on the first "ask" leading him to believe that he still had a chance.

And therein lies the problem. He asked her out. She does not give an unequivocal negative answer and he tries again.

This woman is at fault IMHO, because she tried to let him down easy. I always hated that.
